What needs to be done for the Expert to utilize paid Graduate Students to assist him? This will save the Government money on labor on the upcoming contract.
Answer:
The Expert can hire other people to work on the contract such as Graduate students. In this case there would need to be an additional Contract Line Item (CLIN) for the expert to bill for Graduate Student work.
In preparing your Independent Government Cost Estimate, Performance Work Statement, and Memorandum Requesting the Contract action. You would include the additional labor category and estimated hourly rate for the Graduate student.
